Prohibits counties from using tourist development taxes, convention development taxes, and sales tax revenues to fund professional sports franchise facilities after July 1, 2020, while honoring existing contracts entered before that date

Repeals Florida Statutes sections 288.1162, 288.11621, 288.11625, 288.11631, and 288.1171, which authorized state certification programs and funding for professional sports franchises, spring training facilities, and motorsport entertainment complexes

Requires any lease or sale of public land to a sports franchise to be at fair market value, determined by the average of two independent appraisals

Mandates that sports franchises must repay any outstanding government debt for facility construction if they permanently discontinue use of the facility

Continues distributions to applicants certified before July 1, 2020 (up to $166,667 monthly for professional sports franchises and up to $83,333 monthly for spring training facilities) for up to 30 years, but rescinds all pending applications
