Reduces the Tri-County Airport Authority Board of Directors from 15 members to 9 members, with 3 members appointed by each participating county (Holmes, Jackson, and Washington)

Terminates all existing board member terms on July 1, 2020, though current members may be reappointed to serve additional terms

Establishes staggered 3-year terms with initial appointments ending on October 1, 2021, 2022, and 2023 respectively

Changes annual organizational meeting from July to October and extends appointment deadline from 15 to 30 days; separates secretary-treasurer position into separate secretary and treasurer roles

Requires majority of board members for quorum and majority vote of members present for action; treasurer must provide bond payable to the governor
