Establishes the Florida Digital Service within the Department of Management Services to modernize state government technology, replacing the Division of State Technology, and creates positions for state chief information officer, state chief data officer, and state chief information security officer

Requires development of enterprise architecture standards for data interoperability across state agencies, creation of a comprehensive indexed data catalog by October 1, 2021, and mandates a market analysis every 3 years beginning in 2021 to assess cost-effectiveness of IT resources

Creates the Financial Technology Sandbox within the Office of Financial Regulation effective January 1, 2021, allowing fintech companies to test innovative financial products and services for up to 24 months with possible 12-month extension, with consumer limits of 15,000 initially and up to 25,000 after first report

Grants exceptions to specific consumer finance and money services licensing requirements for sandbox participants while maintaining consumer protections, requiring written disclosures to consumers and twice-yearly reports to the office

Appropriates $50,000 in nonrecurring funds from the Administrative Trust Fund to the Office of Financial Regulation to implement the Financial Technology Sandbox program
