Creates public records exemptions for certain insurer records held by the Department of Financial Services when acting as receiver, including consumer personal financial and health information, underwriting files, personnel/payroll records, consumer claim files, and own-risk and solvency assessment (ORSA) documents

Defines "consumer" to include purchasers, beneficiaries, applicants for insurance products, and their family members; defines "personal financial and health information" to cover health conditions, medical history, income/expenses, financial transactions, assets/liabilities, and insurance policy details

Permits release of exempt records to state/federal agencies for official duties, in response to authorized investigations or subpoenas, to the National Association of Insurance Commissioners, to guaranty associations handling claims, to fraud investigators, and to consumers upon written request

Applies retroactively to records held before, on, and after July 1, 2020

Subject to Open Government Sunset Review and automatic repeal on October 2, 2025, unless reenacted by the Legislature
