Requires all Florida public school students in kindergarten through grade 3 to be screened for dyslexia within the first 30 days of the school year using a State Board of Education-approved diagnostic assessment

Mandates that students exhibiting substantial reading deficiency be placed in intensive remedial intervention programs, with parents receiving immediate notification and bi-weekly progress reports

Establishes statutory definitions for dyslexia, dyscalculia, and dysgraphia as specific learning disabilities that are neurological in origin and adds these to the list of recognized disabilities for exceptional students

Creates a Dyslexia Task Force within the Department of Education to develop a handbook with recommendations for identification, IEP goal writing, interventions, assistive technology guidelines, and parent resources

Requires every public school to employ at least one staff member trained in instructing students with dyslexia, and requires the State Board of Education to adopt rules for phonological awareness evaluation
