Expands acceptable proof-of-identity documents for driver license applicants to include foreign passports, foreign birth certificates, consular IDs, foreign national ID cards, foreign driver licenses, school documents, court documents, tax returns, and marriage/divorce records

Extends license validity from 1 year to 8 years for licenses issued based on foreign government documents or certain immigration documents

Creates the "Driver License Privacy Act" prohibiting the Department of Highway Safety and Motor Vehicles from sharing photographs and personal information with immigration enforcement agencies (ICE, CBP) unless presented with a federal judicial warrant

Requires the department to notify individuals within 3 days when immigration enforcement agencies request their information and mandates that entities receiving department data certify they will not use it for civil immigration purposes

Prohibits discrimination against individuals holding driver licenses that do not comply with the federal REAL ID Act of 2005, applying to employers, businesses, and state/local government programs
