Removes the December 1 deadline for certifying library fund allocations to the Chief Financial Officer, allowing certification to occur at any point during the year

Eliminates the Division's duty to preserve, collect, and research the oral history of Florida government

Removes the $400,000 cap on annual library cooperative grants, allowing grants of any amount for sharing library resources

Shifts certain records management responsibilities (maintenance, security, safeguards against unauthorized access) to apply only to records stored at Division-operated records centers rather than all records

Requires agencies to respond within 90 days when notified about records eligible for destruction, but removes the provision that automatically transfers title to the Division if no response is received
