Authorizes the Hardee County Economic Development Authority to approve an annual operating budget that must comply with the Department of Economic Opportunity's Special District Accountability Program requirements

Limits the operating budget to considering and approving, modifying, or denying grant applications for public infrastructure projects submitted by Hardee County or incorporated municipalities within the county

Requires the Authority to hold a public hearing on each grant application from the county or a municipality before making a final decision

Specifies that approved grant funding must be appropriated directly from the Authority to the applicant government entity

Amends chapter 2004-394, Laws of Florida, which originally established the Authority's powers related to phosphate rock severance tax distributions beginning in 2006
