Creates a salary enhancement supplement in the Florida Education Finance Program to increase minimum base salary for classroom teachers to recruit and retain teachers, with allocations based on each district's share of total unweighted full-time equivalent student enrollment

Revises the calculation of district cost differentials by requiring the Office of Economic and Demographic Research to calculate an annual comparable wage index for each county based on Bureau of Labor Statistics data, with a phased implementation through fiscal year 2022-2023

Repeals the Florida Best and Brightest Teacher Program (s. 1012.731) and the Florida Best and Brightest Principal Program (s. 1012.732), along with the associated allocation in the Florida Education Finance Program

Deletes the Florida digital classrooms allocation and the funding compression allocation from the education funding formula

Revises requirements for auditory-oral education programs to require faculty and supervisors certified as listening and spoken language specialists each day the child is in attendance
