Amends Florida Statutes section 98.0751 to revise the definition of "completion of all terms of sentence" for voting rights restoration purposes

Removes the requirement for full payment of fines and fees as a condition for completing a sentence, eliminating a barrier to voting rights restoration

Maintains the requirement for full payment of restitution to victims ordered by the court as part of the sentence

Allows financial obligations to be satisfied through actual payment, payee approval with court termination, or conversion to community service hours

Takes effect July 1, 2020
