Repeals section 373.467, Florida Statutes, which established the Harris Chain of Lakes Restoration Council.

Amends section 373.468 to remove references to the Harris Chain of Lakes Restoration Council from the restoration program structure.

Maintains responsibilities of the Fish and Wildlife Conservation Commission and St. Johns River Water Management District to review and implement restoration proposals in conjunction with the Department of Environmental Protection and local governments.

Requires agencies to evaluate methodologies for removing tussocks, organic matter buildup along shorelines, and aquatic vegetation in the lakes.

Takes effect July 1, 2020.
