Eliminates the Capital Collateral Regional Counsel offices and related statutory provisions governing representation of death row inmates in post-conviction proceedings

Removes public records exemptions related to capital collateral proceedings and the identity of executioners

Repeals all execution-related statutes including warrant issuance, stays of execution, procedures for insane or pregnant death row inmates, and execution methods
