Palm Beach County Sheriff's Office authorized to appropriate $4,500,000 as compensation to Dontrell Stephens for permanent paraplegia resulting from deputy's negligence on September 13, 2013, when shot four times by Deputy Adams Lin who mistook a cell phone for a handgun.

Payment of $3,375,000 directed to Evett L. Simmons as guardian of Dontrell Stephens' property to fund future care and compensate for injuries and damages sustained.

Attorney fees, lobbying fees, and costs relating to the claim limited to 25 percent of the amount awarded.

Palm Beach County Sheriff's Office responsible for compromising or satisfying medical and care-related liens up to $1,500,000 and must indemnify Dontrell Stephens and his guardian from liability exceeding that amount.

Total compensation from the Sheriff's Office payment of $200,000 under statutory liability limits plus this $4,500,000 appropriation constitutes sole compensation for all present and future claims arising from the incident.
