Appropriates $2,150,000 from the General Revenue Fund to compensate Clifford Williams for wrongful incarceration for 43 years following his conviction for first-degree murder in 1976, which was vacated in 2019 after a Conviction Integrity Review found substantial evidence of his innocence.

Directs the Chief Financial Officer to pay the $2,150,000 to the Clifford Williams Irrevocable Trust with co-trustees Nathaniel Glover Jr., Tracy Bernice Magwood, and Seaside National Bank and Trust to distribute funds for his lifetime living expenses and reasonable monthly allowance.

Waives tuition and fees for Clifford Williams for up to 120 hours of instruction at Florida career centers, Florida College System institutions, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires Clifford Williams to execute a comprehensive release of all claims against the state and its agencies, subdivisions, and Jacksonville Sheriff's Office personnel, but preserves his right to seek judicial expungement of his criminal record related to the first-degree murder convictions.

Voids any unused benefits if future DNA evidence or other findings determine Clifford Williams participated in the deaths of Jeanette Williams or attempted murder of Nina Marshall; prohibits any further awards for attorney fees, lobbying fees, or costs.
