Brown was sentenced to life in prison despite an earlier acquittal on the same charges in juvenile court; the 11th Judicial Circuit vacated his conviction in September 2008 due to significant doubt about his guilt

The $1.9 million payment satisfies all present and future claims related to Brown's arrest, conviction, and incarceration, with no additional awards permitted for attorney fees, lobbying fees, or costs

Does not waive sovereign immunity or increase liability limits for the state or any entity subject to Florida Statutes section 768.28
