Requires recovery care centers to obtain a license from the Agency for Health Care Administration (AHCA) to operate in Florida, adding them alongside hospitals and ambulatory surgical centers as licensed facilities

Prohibits any facility from advertising as a "recovery care center" without first securing a license under this part

Adds recovery care centers to the list of entities licensed, registered, or certified by AHCA under section 408.802, Florida Statutes

Exempts veterinary hospitals and commercial businesses using "recovery care center" in their trade name if no human treatment is performed on premises

Takes effect contingent on the passage of HB 827 or similar legislation in the same legislative session
