Increases the signature verification threshold from 10% to 50% of required electors statewide and across all congressional districts before initiative petitions are submitted to the Attorney General and Legislature

Extends signature validity period to expire on February 1 of even-numbered years (rather than 2 years from signing) and increases supervisor verification time from 30 to 60 days

Requires the Attorney General to request Supreme Court advisory opinion on whether proposed amendments are facially invalid under the U.S. Constitution

Mandates ballots display the initiative sponsor's name, whether out-of-state petition circulators were used, and bold warnings if financial impact is negative, indeterminate, or unable to be determined

Requires supervisors to charge actual costs for signature verification (rather than statutory fee) and allows petition forms to be provided in electronic PDF format
