Repeals the Citrus/Hernando Waterways Restoration Council, My Safe Florida Home Program advisory council, Geneva Freshwater Lens Task Force, Brownfield Areas Loan Guarantee Council, Nonmandatory Land Reclamation Committee, Sturgeon Production Working Group, and Trap Certificate Technical Advisory and Appeals Board

Eliminates the Clean Fuel Florida Advisory Board, technical advisory council for water and domestic wastewater operator certification, Department of Elderly Affairs Advisory Council, Florida Agricultural Promotional Campaign Advisory Council, and Healthy Schools for Healthy Lives Council

Removes the Tropical Fruit Advisory Council, Florida Early Learning Advisory Council, child welfare results-oriented accountability program technical advisory panel, and Learning Gateway program and steering committee

Deletes the advisory board supporting online degree programs at preeminent state research universities and removes Florida Health Choices, Inc.'s authority to establish technical advisory panels

Transfers functions of the Nonmandatory Land Reclamation Committee to the Department of Environmental Protection secretary and department staff, effective July 1, 2020
