Expands Family Empowerment Scholarship eligibility from households at 185% of federal poverty level to 300%, with automatic 25% increases when more than 5% of scholarships go unawarded in a fiscal year

Increases annual growth cap for Family Empowerment Scholarship participation from 0.25% to 1.0% of total public school enrollment, starting with the 2020-2021 school year

Raises Florida Tax Credit Scholarship income threshold from 185% to 260% of federal poverty level for initial eligibility, with priority given to students at or below 185% or in foster/out-of-home care

Requires scholarship-funding organizations to exhaust all renewal scholarship funds before awarding initial scholarships and to refer unfunded eligible students to other organizations with available funds

Creates bonus funding for dual enrollment students: 0.16 FTE for early college program students earning "A" grades in general education courses, 0.08 FTE for other dual enrollment students earning "A" grades, and 0.3 FTE for students completing associate degrees with 3.0+ GPA
