Removes annual requirement for county and municipal budget officers to report budget information to the Office of Economic and Demographic Research

Requires Department of Financial Services to establish an interactive website by January 15, 2021 allowing residents to compare county and municipal financial information

Mandates annual distribution of local government report cards to households with registered voters, grading counties and municipalities from "A" to "D" (or "F" for non-compliance) on spending, debt, cost of government, public safety, and education metrics

Requires counties and municipalities to electronically submit performance data to the department by October 15, 2020, and annually thereafter

Appropriates $3 million in recurring funds from the General Revenue Fund to the Department of Financial Services for implementation
