Requires the Florida Department of Transportation to develop and adopt a master plan for electric vehicle charging stations on the state highway system by July 1, 2021, with annual updates thereafter

Master plan must identify optimal charging station locations for short-range and long-range travel, including evacuation routes, and evaluate economic potential and partnership strategies with local governments, utilities, and businesses

County and municipality permit applications for utility installation, location, or relocation within public road rights-of-way must be processed according to specified timeframes in existing law

Allows owners of agricultural land under conservation easements to voluntarily negotiate use of their land for public or private linear facilities (electric, telecommunications, pipeline, transportation corridors)

Conservation easement holders are limited to reasonable compensation based on diminution in value as their only remedy when linear facilities are constructed on agricultural land under easement
