Appropriates $2,150,000 from the General Revenue Fund to compensate Clifford Williams for 43 years of wrongful incarceration for first-degree murder and attempted murder.

Directs the Chief Financial Officer to pay funds to the Clifford Williams Irrevocable Trust with co-trustees Nathaniel Glover, Jr., Tracy Bernice Magwood, and Seaside National Bank and Trust for distribution as lifetime living allowance and expenses.

Waives tuition and fees for up to 120 hours of instruction at Florida career centers, Florida College System institutions, or state universities, provided Williams meets admission requirements and maintains satisfactory academic progress.

Requires Williams to execute a release discharging the state, its agencies, subdivisions, and the Jacksonville Sheriff's Office from all present and future claims arising from his arrest, conviction, and incarceration.

Prohibits any additional awards for attorney fees, lobbying fees, or costs; voids unused benefits if DNA evidence or other findings establish Williams participated in either victim's death or the attempted murder.
