Creates section 509.235, Florida Statutes, prohibiting stores and food service businesses from providing plastic film carryout bags to customers at point of sale.

Allows exceptions for nonhandled plastic film bags that separate food items, bags containing unwrapped food, and durable reusable bags at least 10 mils thick made from non-plastic materials.

Prohibits food service businesses from selling or providing single-use plastic straws, except upon customer request for individuals with disabilities or medical conditions requiring them.

Establishes penalties of up to $500 for first violations and up to $1,000 for second or subsequent violations.

Takes effect July 1, 2020.
