Authorizes the Agency for Health Care Administration to pay for donor human milk from HMBANA-certified nonprofit milk banks as an optional Medicaid service for eligible infants.

Covers donor human milk for infants with birth weight of 1,500 grams or less, congenital or acquired intestinal conditions at risk for necrotizing enterocolitis, or those medically unable to receive maternal breast milk, when prescribed by a licensed physician or nurse practitioner.

Requires reimbursement coverage to include the reasonable cost of milk from HMBANA-certified banks plus reasonable processing and handling fees.

Adds donor human milk bank services to the list of Medicaid services reimbursable on a fee-for-service basis and as a minimum benefit requirement for managed care plans.

Effective date: July 1, 2020.
