Prohibits private schools participating in state school choice scholarship programs from denying enrollment to students based on race, ethnicity, national origin, gender, disability, religion, sexual orientation, or gender identity.

Maintains existing eligibility requirements for participating private schools, including compliance with antidiscrimination laws, background screening for employees and contracted personnel, and fiscal soundness demonstrations.

Requires private schools receiving more than $250,000 in scholarship funds annually to submit independent certified public accountant reports using agreed-upon procedures by September 15.

Authorizes the Department of Education to suspend scholarship funding and prohibit new student enrollment for schools knowingly failing to comply with eligibility requirements, or determine ineligibility for schools with consecutive years of material exceptions in audit reports.

Takes effect upon becoming law.
