Expands mental health assistance allocation requirements to include needs assessments, community stakeholder input, policies for responding to suicidal ideation, and crisis response plans; requires excess funds above 2019-2020 levels be used exclusively for additional school-based mental health service providers

Removes the July 1, 2020 expiration date for the annual funding compression allocation, which provides additional funding to school districts whose per-student funding falls below the statewide average
