Deletes religious exemptions from school-entry health examinations and immunization requirements for children enrolling in public or private schools.

Retains medical exemptions allowing licensed physicians to certify permanent or temporary exemptions from immunization based on medical necessity, with valid clinical reasoning or evidence required.

Requires the Board of Medicine and Board of Osteopathic Medicine to jointly create a medical exemption review panel to review all medical exemptions filed with the Department of Health.

Maintains temporary exemptions for students transferring between counties (up to 30 school days), homeless children, children in juvenile justice programs, and children known to the department.

Takes effect July 1, 2020.
