Redefines "significant additional need" for individuals with developmental disabilities as needs that would place health and safety in serious jeopardy, and centralizes medical necessity determinations within the Agency for Persons with Disabilities headquarters

Requires support coordinators to be employees of "qualified organizations" that must employ at least four coordinators, maintain professional ethics codes, pass competency assessments, and complete agency-approved training

Creates certificate-of-need exemptions for up to three new 24-bed intermediate care facilities (three 8-bed homes each) for individuals with severe maladaptive behaviors and co-occurring psychiatric diagnoses, with exemption provisions expiring July 1, 2022

Establishes service limitations including: supported living coaching capped at 20 hours/month for those receiving in-home support, personal care assistance limited to 180 hours/month, and residential habilitation limited to 8 hours/day with exceptions for intensive needs

Requires the Agency for Persons with Disabilities to submit quarterly status reports on home and community-based services financial status, waitlist data, and expenditure reconciliation to the Governor and Legislature
