Reduces Bar-appointed members from four to three and Governor-appointed members from five to three, while adding three new non-lawyer members selected by majority vote of the Bar and Governor appointees.

Requires no more than five commission members to be from the same political party and prohibits members from serving on multiple commissions, holding elected office, or serving on the Judicial Qualifications Commission simultaneously.

Limits commission members to a maximum of two full terms and prohibits appointment to state judicial office within 2 years after a member's term expires.

Requires appointing authorities to consider diversity attributes including ethnicity, race, disability, veteran status, gender, gender identity, and sexual orientation when making appointments and mandates annual collection and release of demographic data through anonymous surveys.

Requires all new commission members to complete an educational course within 6 months of appointment covering commission procedures and implicit bias training, effective July 1, 2020, with all current member terms terminated on that date.
