Raises the age threshold from 18 to 21 for prohibitions on delivering controlled substances to minors, using minors as agents/employees in drug sales, or using minors to avoid detection for drug violations

Creates enhanced penalties when controlled substances are sold or possessed with intent to sell to persons under 21, reclassifying offenses one degree higher (first-degree misdemeanor becomes third-degree felony, third-degree felony becomes second-degree, second-degree becomes first-degree)

Expands the definition of "drug paraphernalia" to include vapor-generating electronic devices (vaping devices)

Maintains that sentences for violations involving delivery to persons under 21 may not be suspended or deferred, and offenders may not be placed on probation

Sets effective date of October 1, 2020
