Establishes a statewide minimum annual starting salary of $50,000 for all instructional personnel beginning in the 2020-2021 fiscal year.

Requires the Department of Education to calculate an adjusted statewide minimum salary by November 1 each year, increasing the current minimum by the inflation rate for the 12-month period ending September 1 using the Consumer Price Index for Urban Wage Earners and Clerical Workers for the South Region.

Requires district school boards to apply their district cost differential to the statewide minimum salary, but prohibits any adjustment that would reduce a district's minimum below the statewide minimum.

Establishes the "Florida Teacher Fair Pay Act" with legislative intent that the Florida Education Finance Program be funded to ensure competitive minimum starting salaries for instructional personnel while maintaining adequate funding for other education programs.

Takes effect July 1, 2020.
