Deletes the preemption that prevented local governments from enacting rules, regulations, or ordinances regarding auxiliary containers, wrappings, or disposable plastic bags.

Repeals the state preemption of local regulation of polystyrene products used or sold by food service entities under Chapter 500.

Allows local governments to regulate and restrict use, sale, prohibition, and taxation of recyclable materials and polystyrene products previously subject to state preemption.

Takes effect July 1, 2020.
