Requires charter schools, private schools participating in scholarship programs, and public schools to teach Holocaust history (1933-1945) as part of instructional curriculum with emphasis on human behavior, prejudice, racism, and democratic values.

Mandates instruction on personal responsibility to combat racism and hatred, understanding the Holocaust's immorality, the term "genocide" and international legislation, citizens' roles in democracies, and preservation of survivor memories.

Directs Department of Education to develop Holocaust curriculum content standards in consultation with a state organization focused on Holocaust education and to maintain a roster of Holocaust volunteers including survivors and scholars.

Requires school districts to appoint Holocaust curriculum coordinators (individual or regional for smaller districts) and authorizes use of public and private funds to provide instructional resources and professional development for teachers.

Effective July 1, 2020, with State Board of Education authorized to adopt implementing rules and Legislature encouraging schools to teach Holocaust curriculum during International Holocaust Remembrance Day week.
