Department of Health must create and make available electronically a pamphlet with information on screening for and treatment of preventable infant and childhood eye and vision disorders, including retinoblastoma and amblyopia.

Birth centers must provide the informational pamphlet to clients during postpartum care.

Hospitals providing birthing services must provide the informational pamphlet to each parent during postpartum education along with information on safe sleep practices and Sudden Unexpected Infant Death.

Health care practitioners attending out-of-hospital births must ensure the informational pamphlet on infant and childhood eye and vision disorders is provided to each parent after the birth.

Amends school-based Medicaid reimbursement provisions to reference updated statutory sections and removes a requirement specifying use of certified state and local education funds for children with specified disabilities; deletes obsolete retroactive reimbursement provisions from 1996-1997.

Changes reference to the federal waiving authority from "Health Care Financing Administration" to "United States Department of Health and Human Services" for school-based provider qualifications.

Effective date: July 1, 2020.
