Proposes a new constitutional amendment requiring Florida to expand Medicaid coverage to persons under age 65 with income at or below 138 percent of the federal poverty level.

Requires the state Medicaid agency to submit state plan amendments to the governor by April 1, 2021.

Requires the governor to review amendments and provide comments by July 1, 2021, with final submission to the federal government by October 1, 2021.

Exempts implementing legislation from Article VII, Section 19 constitutional requirements.

Directs submission of the amendment to Florida voters for approval or rejection at the next general election or an earlier special election.
