Revises reporting requirements for Children's Medical Services Program positions, with the Statewide Medical Director reporting to the Deputy Secretary and team medical directors reporting to the Statewide Medical Director.

Changes HIV patient care networks from serving persons with AIDS to serving those with human immunodeficiency virus, and requires department to develop strategies to maximize federal-state partnerships providing incentives for physicians in medically underserved or rural areas.

Modifies health care practitioner licensure and discipline provisions, including repealing provisions related to student loan defaults as grounds for license suspension and allowing temporary 60-day licenses for residency applicants unable to obtain social security numbers.

Revives and amends dental licensure provisions for health access dental licenses (sections 466.0067, 466.00671, 466.00672) effective retroactively to January 1, 2020, and requires dentists and dental hygienists to report adverse incidents within 48 hours.

Updates licensure requirements across multiple health professions including nurses, psychologists, dental hygienists, athletic trainers, massage therapists, and mental health counselors; extends nursing education implementation study through 2025 and allows extension of accreditation deadlines for compliant programs.
