Reduces penalty for delivering 20 grams or less of cannabis without consideration from a first-degree misdemeanor to a noncriminal violation.

Changes possession of 20 grams or less of cannabis from a first-degree misdemeanor to a noncriminal violation.

Creates a new first-degree misdemeanor offense for possessing more than 20 grams of cannabis or more than 600 milligrams of THC in cannabis products.

Makes juvenile first-time offenders eligible for civil citation or prearrest diversion programs under section 985.12 for cannabis possession violations.

Takes effect July 1, 2020.
