Limits unit review to felony convictions within the judicial circuit where the petitioner presents a plausible claim of actual innocence supported by new evidence not previously litigated and capable of investigation.

Requires the unit to initiate investigation if petition requirements are met and present findings to the independent review panel, which must approve before the unit makes final recommendations to the state attorney.
