Amends state preemption law to create an exception allowing local worksite regulations specifically for hurricane preparedness related to hoisting equipment.

Prohibits local ordinances and regulations on hoisting equipment (cranes, derricks, hoists, elevators, conveyors) except where preempted by federal OSHA standards or explicitly exempted.

Exempts elevator regulation under chapter 399 and airspace height restrictions under chapter 333 from state preemption requirements.

Clarifies that local hurricane preparedness precautions for hoisting equipment are permitted despite state preemption of other local worksite safety regulations.
