Creates the Emergency Medical Air Transportation Act Account within the Emergency Medical Services Trust Fund to increase Medicaid reimbursement payments to emergency medical air transportation services providers.

Directs the Department of Health to develop a methodology for reimbursement distribution by September 1, 2020, and seek federal Medicaid plan amendments and waivers as necessary to implement the program.

Allows increased Medicaid reimbursement payments to providers only if sufficient moneys exist in the account and general revenue funds are not used to offset costs.

Imposes an additional $1 penalty on all moving violations under Chapter 316 (excluding certain speeding and DUI penalties) to fund the account.

Requires municipalities and counties to transfer collected penalty moneys to the Emergency Medical Services Trust Fund within 30 days after each calendar quarter ends.
