Amends section 28.345 to clarify that fee exemptions from court-related charges apply only to the entities listed (state attorneys, public defenders, guardians ad litem, public guardians, attorneys ad litem, etc.), state agencies and state entities, and the parties they represent.

Changes section 744.2008 to require courts to waive court costs and filing fees in proceedings for appointment of a public guardian or proceedings involving the estate of a ward with an appointed public guardian, rather than making it discretionary.

Amends section 744.3675 to allow physician assistants and advanced practice registered nurses to perform examinations and prepare medical reports for annual guardianship plans if delegated by a physician, instead of requiring a physician to conduct the examination personally.

Effective date: July 1, 2020.
