Limits imprisonment to 12 months maximum for possession or purchase of specified small amounts of heroin, cocaine, PCP, LSD, and methamphetamine.

Allows courts to impose sentences other than mandatory minimums for drug trafficking if defendant has no prior violent felony convictions, no prior trafficking convictions, did not use violence or weapons, and provided truthful cooperation to the state.

Extends the filing deadline for wrongful incarceration petitions from 90 days to 2 years after conviction is vacated, with a retroactive filing deadline of July 1, 2022 for certain previously ineligible claimants.

Removes eligibility restrictions related to prior convictions before wrongful incarceration and eliminates the requirement to sign liability releases.

Requires deduction of civil awards from state compensation; if state compensation is paid first, claimant must reimburse the difference if a civil judgment is later obtained.
