Expands the definition of "patient" in veterinary practice to include herds, collections, or groups of animals, not just individual animals.

Adds new definition of "physical examination" as evaluation of a patient by personal inspection, palpation, and auscultation.

Modifies the veterinarian/client/patient relationship definition to include situations where a veterinarian has access to patient records and has been designated by another veterinarian to provide care, in addition to the existing requirement of physical examination or premises visits.

Changes language in patient records provisions from "shall not be conditioned" to "may not be conditioned" upon payment of fees, and adds the term "timely" to describe how records must be furnished.

Takes effect July 1, 2020.
