Renames the Tampa Bay Area Regional Transit Authority Metropolitan Planning Organization Chairs Coordinating Committee to the Chairs Coordinating Committee and removes the requirement that TBARTA provide it with administrative support and direction.

Allows a mayor's designated alternate to serve on the TBARTA governing board if the alternate is an elected city council member approved by the municipality's city council, with full voting rights when attending meetings in the mayor's absence.

Changes the quorum requirement from seven members to a simple majority of board members, and changes the voting requirement from seven votes to a simple majority of members present for any board action.

Deletes obsolete language requiring the board to evaluate and report on various committees to the legislature before the 2018 Regular Session.

Removes requirements that TBARTA coordinate with the Chairs Coordinating Committee, participate in the regional M.P.O. planning process, and provide administrative support to that committee.
