Requires the Board of Governors and State Board of Education, in consultation with the Department of Veterans' Affairs, to create a uniform process for awarding postsecondary credit or career education clock hours to servicemembers and veterans for military training and education.

Establishes a 13-member workgroup convened by July 15, 2020, composed of representatives from state universities, Florida College System institutions, career centers, and veterans, to develop postsecondary course equivalencies and minimum credit/clock hour awards by December 1, 2020.

Requires the Articulation Coordinating Committee to approve a prioritized list of military course equivalencies and minimum credit awards within one year of board approval, with annual updates delineated in the statewide articulation agreement.

Mandates that state universities, Florida College System institutions, and career centers award uniform postsecondary credit or career education clock hours based on the approved list, with guaranteed transfer between institutions.

Requires postsecondary institutions to waive transcript fees for active duty members, honorably discharged veterans, and their spouses and dependents, with annual reporting of fee waivers to the appropriate boards.
