Creates section 712.065 to declare all discriminatory restrictions (based on race, color, national origin, religion, gender, or physical disability) in recorded property titles unlawful, unenforceable, and null and void.

Allows discriminatory restrictions to be removed from covenants or restrictions by majority vote of a property owners' association board upon request of a parcel owner, without requiring other approval conditions.

Removes housing discrimination as a cause of action under section 760.07, limiting that section's remedies to discrimination in education, employment, and public accommodations only.

Authorizes (rather than requires) aggrieved persons to commence civil actions for discriminatory housing practices within 2 years and eliminates the requirement to exhaust administrative remedies before filing suit.

Prohibits civil actions if an administrative law judge has already commenced a hearing on the record, except that aggrieved persons may still enforce conciliation agreements obtained through the commission.
