Exempts English Language Learners (ELLs) who enroll in grade 9 or later from the grade 10 ELA assessment graduation requirement, effective 2020-2021 school year, at the discretion of district or charter school boards.

Requires exempted ELLs to demonstrate sufficient Learning Gains in English Language Arts using the ACCESS for ELLs assessment at thresholds set by the State Board of Education to earn a standard high school diploma.

Requires exempted ELLs to still take the grade 10 ELA assessment and any necessary retakes for progress monitoring purposes, even though results are not used for graduation requirements.

Includes ELLs who enrolled in grade 9 or later and passed the grade 10 ELA assessment as eligible for college and career credit counting in school grading calculations under the high school graduation rate component.
