Renames Chapter 480, Florida Statutes from "Massage Practice" to "Massage Therapy Practice" and updates terminology throughout related statutes to include "therapy."

Eliminates the apprenticeship pathway for massage therapist licensure, requiring all applicants to complete a course of study at a board-approved massage therapy school and pass a national examination designated by the board.

Provides a transition period for massage apprentices licensed before July 1, 2020, allowing them to continue their apprenticeship and apply for full licensure by July 1, 2022, if they meet applicable requirements.

Expands the definition of massage therapy to include manipulation using the knee and application of over-the-counter topical agents or topical agents prescribed by a health care practitioner in accordance with board rules.

Updates insurance coverage provisions in health insurance and personal injury protection statutes to clarify that massage therapy services must be prescribed by a physician and explicitly excludes massage therapy from reimbursable medical benefits under motor vehicle personal injury protection coverage.
