Revises Criminal Punishment Code principle to establish differentiated minimum time-served requirements: 65 percent for nonviolent felonies and 85 percent for violent felonies, replacing the previous universal 85 percent requirement.

Increases maximum incentive gain-time to 20 days per month for all sentences imposed after October 1, 1995, replacing the previous 10-day limit.

Prohibits prisoners from accumulating further gain-time once their tentative release date matches the date they will have served the applicable minimum percentage (65 percent or 85 percent) of their sentence.

Specifies that court-awarded credits for time physically incarcerated must count toward satisfaction of the minimum time-served requirement for both nonviolent and violent felony offenders.

Takes effect July 1, 2020.
