Increases the threshold for requiring nonstate prison sanctions for third-degree felonies from 22 points to 44 points under s. 775.082(10)

Modifies the Criminal Punishment Code to guide sentencing judges within a recommended range from the lowest permissible sentence to the highest recommended prison sentence

Requires trial court judges to explain on the record and specify reasons for imposing sentences above the highest recommended prison sentence

Increases the minimum total sentence points for state prison sanction from 44 points to 52 points and revises the lowest permissible sentence calculation by subtracting 36 points instead of 28 points

Establishes a highest recommended prison sentence calculation by subtracting 36 points from total sentence points and increasing the remaining total by 25 percent; effective July 1, 2020
